I am directed by Mr. Secretary Cardwell to transmit to you a copy of a despatch from the Governor of Hongkong reporting the grant of a Pension, at the rate of £300 per annum, to the Bishop of Victoria, subject to certain conditions.

The Council stipulate that this pension shall cease if the Bishop obtain Church preferment to an amount equivalent to, or if to a less amount, that his pension shall bear the same proportion to £300 as the amount of such preferment bears to the amount of the See.
